Based on a USA Today report, 2005 was the worst year ever for security breaches. The US Treasury Department's Office of Technical Assistance estimates cyber crime proceeds in 2004 were approximately $105 billion, greater than the proceeds from illegal drug sales. According to the 2005 FBI/CSI Computer Crime and Security Survey, approximately nine out of ten U.S. businesses have suffered from a computer virus, spyware, or other online attack.

It is becoming more and more critical that proactive steps be taken in the protection of our computer systems and networks. The model over the last several years has been to software packages to protect against viruses, spyware, etc.; however these steps are normally reactive rather than proactive.
